Is the Scrum Master a manager?

No. They do not manage the team in a hierarchical sense; rather, they facilitate the adoption of the framework and support the team in becoming self-sufficient and high-performing. Their role is that of a servant-leader and facilitator,: they help the team to work autonomously, remove impediments, foster the Agile culture, and safeguard the principles of Scrum.
